I am not familiar with the Deere harness but with a Raven harness the power for the flow meter is the third wire in the CoAx cable connecting to the flow meter. In the old days this was always a regulated 5V supply coming from the display since the circuitry inside lived on 5 volts. Modern Raven flow meters can work with a range of input voltages but of course, there must always to some available.

Since you seem to be having problems with your control valve also, I would suspect a problem with the 47? (Generally 37 pin) connector(s). I would take them apart and inspect them for any signs corrosion. If present the corrosion is generally greenish in color. Check that none of the pins are pushed back into the connector or appear damaged. I would also open up the split loom to inspect it for possible nicks or cuts along its length.
