So, In order for the Funds to sell there needs to be a Buyer. I suppose that the Commercials have been the Buyers while the Funds have been the Sellers. The Commercials have been buying for their future needs. So, once they actually get a chance to buy Cash they will become the Sellers on the CBOT.
