No one.
That is the duality of government policy right now.
Encourage low carbon fuels with a carrot, and make the standards impossible to comply with by stick.
Again, when has this administration EVER been non-low carbon fuel supportive?
Battery powered planes and trains, ships, long haul trucks, field tractors, etc. will not be commercially viable in the next 30 years. And sure as hell not in 6 like you post. That is why "renewable/sustainable" liquid fuels will be the energy used. The energy per lb and $$ just is not there for batteries, not by a long shot, and there are way too many issues.
For example, did you realize that jet fuel efficiency climbs as the trip progresses? Fuel burned = less fuel on board = better "mileage". That does not happen with a battery powered plane, among a crap ton of other obstacles to that technology.
