Liberty, IN | Well a few years after the drought in 2012 because prices were high and then dipped. It initially pays out well, but when prices decrease and flatten out multiple years in a row the olympic average kicks out the best year, and the arc prices stabilizes with the current commodity prices. Meaning it is of little value when you see prices remaining low for a sustained period of time. That arc payment came at a time on the heels of farmers making good money, but then it did very little to protect revenue. It is far from a perfect model imo.
