Vinegar just weakens the hard water deposits, still needs a fingernail or credit card to scrape it loose.
For soap scum, the BLUE can of "easy off FUME FREE" oven cleaner works great, NOT THE YELLOW can. But on a faucet it will probably leave spots that need more vinegar to loosen the really scaly lime.
