I drill cereal rye until we run out or cover the acres that we want seeded. Early November is not uncommon. It sometimes does not germinate until spring, but we have a cover for the spring rains. When all else fails, we have used Annual Ryegrass in a freeze seeding when we have cheap seed. It provides cover and gives some root penetration of the fragipan layer before killing it in late April.
