I had a Case IH field cultivator that went up/down extremely slowly. There was a restriction orifice in the fitting either on the lift cylinders, or in the block where it teed off to the individual cylinders, can't remember which off the top of my head. Drilled it a hair bigger, and all was fine.
I know it's not the same piece of equipment you have, but they may have done similar. My brother figured out where the restrictor was by feeling the hoses. They were 'tight' where there was high pressure, and 'loose' where there was low pressure. Ran the tractor hydraulics both ways, and there was a common point where the hoses seemed to have more pressure on one side while folding, and more pressure on the other, when opening. Also, I only drilled it out a tiny bit, and it made quite a difference. Don't drill out too much at once, it's probably there to keep the wings from banging down.
