That is a thing here: it's called a tow truck. Tow them back to the yard and they have power there.
Charging on the side of the road, like anything else, is frowned upon by most, as who would want to spend 20 minutes on the side of a busy highway with a large battery or fuel tank right behind the cab? EV batteries don't care on being squished.
