Well, it's certainly on the late side but if it's that severe, if you can get the plant healthy and start storing more food, it still will respond. Though the book answer is after tillering is too late.

I'd sure pull a sample where those injection bands are and see what is going on. Even a poor sample would give an idea if the nitrogen is there or not.
