Does it have power when you curl bucket? If so, pump is fine and either issue in cylinder or control valve is causing boom to leak down. I agree if it is that weak and drifts down quickly, something could have been installed wrong in the cylinders. Also possible one of the nuts backed off and allowed the piston to slip off the rod.

To check cylinders, put the boom down the whole way. Remove hoses to base end of boom cylinders and cap hoses. Leave fittings on cylinders uncapped. Start machine and try to lower boom. If oil shoots out of the cylinder, it is bad internally.
