Volt-Amps is a unit used to describe the apparent power used in an inductive load (AC motors and such).
Power Factor is the percentage of apparent power. A PF of .75 means that 100 VA does the same work as 75 Watts.
The power company either ignores all of that or figures out how much power in Watts is actually used.
