To do it legally, you have to have a part 107 commercial drone license, airial applicators license or regular applicators license (I'm not sure), and several waivers to laws that limit the size and use of drones. Total I've heard that its about 3 grand for all that fun stuff. This is a good article that a drone lawer from Florida posted.
