there are several insurance companies that won't cover 15 passenger vans--they are built to a weird standard, not really passenger standards, not really bus, just somewhere in between. Schools in Iowa can use 9 passengers rigs, and I think up to 12, but not the 15s. Most of the 15s have a big rear end so there can be a lot of tail weight behind a single rear wheel axle. If a tire blows, it's a bad day. And then people will want to hook on a trailer!

School buses are cheap but don't usually have AC. You can find some conversion mini buses that have better seats and heat/ac if that is needed.

Figure out how the maintenance will be done before writing a check. I've got a lot of great miles in converted school buses--and some not so great! but they are a cheap, fairly safe way to transport larger groups.
