North Dakota has a unique history of in-state farmers having enough balls to actually go after these issues, at least 90 years ago they did. Hence why they have the state-owned elevator, out-of-state corporate farmland ownership ban (albeit with exploitable loopholes), and state-owned bank. All of these are a result of people actually willing to confront powerful problems rather than stand idly by.

Would these issues pass the voters of North Dakota today? Would they pass a more restrictive corporate land ownership ban?
