To clarify: You need to save the "empty" spreadsheet as a template, (File, Templates, Save as Template (Shift+F11)) not as a spreadsheet. This brings up a dialog to enter templates name and category. Next step is to set the new "empty" template as the default. Go to manage templates (File, Templates, Manage templates (Ctrl+Shift+N)) and right click on newly named template select "Set as Default". Now any time you open a new spreadsheet, the headers and footers should be gone. The newly opened spreadsheet should have a title in the window bar of Untitled # and if window is closed or you try to save the spreadsheet the dialog box "Save as" will allow you to name the new spreadsheet and choose its location.
I have done this with a template that has a sheet named Info as the first sheet. This Info sheet has space for general information, common formulas, and provides a landing space for information from a macro.
PS: I think if the view zoom factor (View, Zoom, Zoom) is set to something different before saving the new default template, a new spreadsheet (Ctrl+N) will have the new zoom factor when it opens. That may be the best way for consistent easier viewing rather than changing font size. A small change 110% versus 100% may make a big difference.
