I run pressure around 12 for corn and beans and rarely have issues.  We don't use anywhere near the recommended amount of talc either.  Also, we just traded a planter that had a bad agitator motor on it or wasn't on at all, can't remember which, and we never had any issues.  We decided the agitator may just not be all that important.
