About the only good way to get rid of brush and trees from fence lines is to pull them out by the roots. We'll wrap a log chain with a slip hook a few times around the base and pull them out with a tractor. We have dug smaller brush out with a skidsteer and tine bucket. Push it all up in piles, let it dry over winter, and burn the following spring.

There used to be some stuff that you could spray or paint on the stumps to prevent regrowth if you cut or mowed brush, but I forget what it was called and don't know if it is still available. Probably not - seems like all the good stuff gets taken off the market! ;)
