| If you isolate your neutral and turn the power back on you are setting your self up for over or under Voltage condition and and a serious safety concern, Are you single phase phase? are you 3 or 4 wired? I can't believe the Utility would suggest to disconnect the neutral. If the condition is still there with the power off then the utility needs to install a neutral isolator at the transformer which will isolate the neutral but close back together if there is more than 27 volts between the primary and secondary neutrals
If it is coming from the Utility you should be measuring voltage at the waterers unless they are plastic or not bonded to the electrical system. | |
