If it can easily be tracked, you can be assured it is being tracked. Why wouldn't it be? They basically never leave a bank, and ownership is just transferred on paper.
If one was purchased out of the banks' hands, it might be different. I doubt that any organization will know whether you or your brother is the owner of a specific gold bar.
