It’s adjusted to where lower pulleys are less than 1/8 as they call for because at the 1/8 lowest speed is 510.

How much less than 1/8" do you have it set now? As I understand it, the reason for that spec is to make sure the spring on the lower sheaves always keeps tension on the belt--otherwise it can slip. I'd guess you can probably cheat that a little, but I'd keep a pretty close eye on it.
