Nowadays, name brands are not so important.
Here are a few minimum specs, if I were buying a new computer for the intended uses that you described.
1) CPU: I5 or better
2) Memory: 16GB or better
3) Hard drive: 500GB SSD(Solid State Drive)
4) DVD/CD Writer/reader (Only if she uses them, if not, this item is no longer needed)

Now, for the other stuff you talked about.
Set up the computer with an Administrator account, and then set her up a user account.
Her user account, or any user account, is not allowed by default to install programs, only and Admin can.
So, even if she does click on something that she should not, it can not install a program.

Oh, and just so you know. Just giving you a heads up.
She will be telling you that she wants her windows 7 back. haha
My mom has been gone since 2015, and was a computer buff.
She kept wanting me to reinstall her Windows 95. Because she hated Win7. haha !! Miss you Mom !
