R134a or r410a? I don't think I have ever seen a household system that is r134a. They are all r22 (phased out) or r410a. Low refrigerant can cause the evaporator to ice up but is typically the last thing to check. You want to make sure the evaporate is clean and draining correctly. Make sure nothing is blocking the return air or that a bunch of the outlet vents are closed off. If the evaporator can be inspected without taking a bunch of the furnace apart take a look at it and see if there is any excessive corrosion or there is a line that has rubbed through. If everything checks out there the next place to look would be the outdoor condenser. The service valve and Schrader cores would be the most likely area to fail. Check the condenser for any oil spots and make sure it is clean for good airflow. At this point service gauges would be placed on the system to check the charge along with superheat and subcooling. You want to make sure the rest of the system is working correctly before the gauges go on.

What does the ac guy typically work on? Doesn't sound like he does a whole lot of air conditioner troubleshooting. Wondering if he typically works on heating equipment with only the occasional ac work
