Handle goes on stem of valve below keeper groove
The screw with the damaged point holds stem of valve in the v grooves so it spins true. Oil those contact surfaces.
Then the cutter is adjusted to the desired angle to the stem to cut the sealing surface of the valve.
Finally the screw on the end is adjusted to force the head of the valve against the cutter.
The two thumb screws might be swapped from the original positions?
There were also similar hand tools for truing up piston ring grooves to take thicker rings or rings with spacers.
