Ideal is in boot stage, good translocation of chemical to roots then. No later than 5 days after panicle emergence is certainly safe. After 10 days of panicle emergence there will probably be viable seed.

Just to add, If you open up some glumes at the top of a head, you can find the seed. If it’s milky, it’s viable.
