If you don't mind a banner ad, a low traffic forum can be had for free.
Have a look at http://proboards.com/
I'd be wary of spending much at all because a lot of forums have very low use after an initial burst of interest.
Worth trying though, helps create a sense of community and you create a knowledge base of Q & A that attracts visitors.
