I would say we need 2 5000 head a day plants owned buy someone other than the big 4 and maybe us cattle me should own em. Them 25 head a day plants won't work when margins are low.  



You want a co-op, like DFA? The problem with price is that not enough buyers are competing for animals, and the problem with resiliency (which this program is trying to fix) is that too much of the supply goes through too few big chokepoints. Add a couple more big chokepoints and you can still jeopardize the whole food supply by shutting a couple of them down. Give small plants startup grants and market access and there's no reason they can't compete.
