is that individual bosch injection pump units that set in the block and ride on the cam? pretty simple system, just different than a separate injection pump. It needs fuel, it needs the rack to move correctly, and the air needs to be bled from the line to the injector. Loosen the injector lines at the injector, bleed the pumps, then crank until you get air then fuel with no bubbles squirting from the line nut. if there's nothing coming out of the lines quickly, check that the control rack is moving.
