There are more pixels per inch, to make a more detailed picture. This is a ‘bigger picture file’ but it does not change the visible size of the picture.

There are more inches to the picture if you expand it, which blows the same number of pixels up bigger. This makes a bigger visible picture, but it becomes more blurry as the existing pixels are expanded. It is best to start with the most possible pixels and probably only blow it up 150% of original before it becomes grainy.....

If we work with the picture you posted, we are using a pretty low resolution (fewer pixels) pic, and we quickly make it blurry.

Your original picture scan on your file likely has a lot more pixels, and will scale up much more clearly.

We are getting caught in the two ways of making a picture ‘bigger.’ Adding more pixels, or making it take up more space on a page or screen.
