VHF goes 20 miles or so on the flat, less with hills and they almost never have a repeaters. UHF will go 10 miles on the flat and less with hills, so they use repeaters. (most police use UHF with repeaters, I can't speak for all ) I would think 4 miles, just buy the radio's and you are good to go with either system. 15 years ago I bought a used repeater for $2500 almost new works for us, but with cell phone's we only talk radio to radio and don't really need the repeater. The old days without a cell phone we needed to talk 20 miles and it was a way to have someone who could make a call if needled. I still like the radios when we are in the field and would not give them up!!
