We have tar spot in Iowa but not as bad as other states. I found it in my fields quite awhile ago around field edges where the fungicide missed. Tar spot likes moisture and we were too dry here for it to proliferate much. All hybrids have it now but it's late enough to not cause much problem. The dry weather took its toll though.
