This line with screen can it be checked without removing fuel bowl?

Remove fuel bowl .......you referring the complete assembly the fuel filter sets in?

Does tank have strainer sock/ filter in tank that can cause fuel flow restrictions?
Had that to be a issue with a Dodge Cummins one time which ruined two VP44 injection pumps before it was discovered.
