Yes, an implement switch or jumper is necessary. With a regular sprayer a jumper is usually used. Without the jumper, he would not be able to spray at all. If the jumper is faulty and sometimes makes contact and other times not, the spray would go ON/OFF on its own. Since he gets the message about being off target rate, I feel the problem is with the control valve and/or the associated wiring to it.
