I've had the bearings in the hyd motor go out a few times but thats obvious when the impeller starts hitting the housing.  The impellers can wear out or build with talc as others have said.  They're not hard to take apart and inspect.  If you can't pull enough vacuum you probably have a leak.  What vintage planter, what meters, and what vac level?
