Never seen one,
but wild ass guess is, it shuts off compressor when the coil gets down close to freezing. Fan keeps running.
Otherwise that thermostat allows it to run.
Then room thermostat, in series with the coil thermostat, allows the compressor to run until room gets down to below 40, then it may also shut off fan. Or not.
