I do agree that the top 2 inches hold a majority of those non mobile nutrients. But, does the plant have enough surface roots in the moist irrigated mulch surface? I can't speak to a mulch on a tilled field, but on long term no-till with a good amount of residue cover, in my experience most of the time there is moisture right up to the soil surface even in rainfed fields. Now couple that with a hybrid with a more fibrous root structure you can have a lot of root mass near the soil surface. Here is a picture of two hybrids planted in the same field that has been no-tilled for 29 years and was planted into rye stubble/ volunteer rye cover crop, notice the one to the left had a lot of fibrous roots near the soil surface.
