Your rate controller measures gallons.
Doesn't matter if its a gallon of water or a gallon of 28% or a gallon of 32% or a gallon of hog manure.
A gallon is a gallon.
What you will see is that you will be running at a slightly higher pressure with the 28% (vs water) to maintain the same gpa if you run the same speed with the same tips.
