Being proactive with public relations (especcially in a small town), could help you and the elevator put to rest the bad PR being created by the complainer . . . . consider a proactive ad in the local paper for a period of time - which would ease you out of the spot light. Attend the townhall/city meetings also can help dispell the bad pr . . . .
