You might want to let the companies fight this out. If it is a frequency interference issue, eventually the FCC should get involved to resolve it. Going to the city council is not a way to resolve it, unless the other company just wants to complain and try get rid of the competition. Maybe the other company has such sloppy equipment any frequency would leak into it.
