Every water meter I’ve ever seen in Tx has a shutoff put in by the municipality with a loop to place a look in it. Every Home Depot or hardware store has the tool made of rebar to shut off the valve without reaching your hand down into the meter box. That’s a no no in Tx. SNAKES!!!! And scorpions, ants, cats etc. So to answer your question I’d say 50% were people that had left, 40% were people that had no clue and 10% had their water stop with power out and were stuck with a decision to make.
I’m one of the fortunate ones that only froze the hose bib at the horse trough and never lost power or water. Oh and even though our electric coop sucks our rate is fixed. It’s going to be a fun year I can tell already. At least Covid is starting to calm down a bit.
