It started under Pres Clinton, but, was really pushed by Pres Obama's administration because of the spotted owl flap. We have traveled and camped, all over the western USA, from 1985 until now. The change in the quality of timber and under growth, ( fuel load caused by the death of older trees and their being left to rot, rather than selective logging) is what is causing the issue of millions of acres of timber burning.

Yes, that's definitely part of the problem. We live close to the Rockies and where the fires were on I-70 west of Denver this past summer, the valleys are just too steep to even think about trying to put the fires out. They were using the super tanker 747 and choppers when the wind would allow, but, in a massive fire that is moving that fast, not easy to put out. Plus, lots of the fallen timber isn't worth harvesting because of the type wood it is. Until the rain/snow pack gets back to normal, is a losing proposition. No win situation.
