Its a pollination timing thing. It gets quite political, so I best not say too much. Basically the veggie seed is all certified and has requirements of extra large buffer area to prevent cross pollination of a a "weed" like canola with the certified seed crops like chard and cabbage etc. Its quite understandable, just not agreeable.
