Anyone could apply and yes the idea was to cover employee payroll but with the growing amount of contract or gig workers congress also included self-employed which covered farmers also.
I would suggest it might be worthwhile talking it over again with your banker again and if he’s unhelpful I would also have consider what else is he not working with me on.
