| JohnW has the right way to the old control panel. I have the control panel in the start menu. I still use it for some things.
The other way and is easier to use for most things is the gear or the setting menu. Go to the start icon, hover and right click. Then go up to the word "settings" and left click. That brings up everything.
The other way to get to the "settings" menu is to start menu and left click. Then you will see a big gear. Click on that gear and the settings menu will come up. I use the settings menu more and more except to uninstall programs. The control panel is easier for that process.
