Probably tucks the letters in the magazines to make an easier to handle bundle in his car. Less likely for a letter to fall down to the floor and get missed.
My mail carrier is WAAAAAAY overloaded. I'm 5 miles into the route, and her car is still filled to overflowing when she delivers mine. Lots of Amazon boxes.
