| No it’s not “perfectly reasonable” If they want to shut down.. that is their decision. However they should honor the commitments which they have made... especially if they want others to honor ones which are favorable to Valero.
If they are “in business” to do “business”.. then do it.
What are those who depend on.. make their livelihood.. suppose to do down stream?

What are feeders, layers and dairies supposed to do when ddgs supplies do not show up as planned?
Valero needs to assist others.. like HEB.. and those in between along the supply chains.
