Northern Nebraska | The new water heater doesn't have a limed up anode. A bacteria lives on the magnesium rod and expels sulfer gas.
Remove your anode or buy one made of a different material probably aluminum. Temporarily you can dump in a pint of hydrogen peroxide. It will neutralize that bacteria in an instant.
