I'm going to assume that your fan has some sort of pulse sensor on it. It most likely takes 12 volts and either sends a 12v+ or a ground signal into the harness when it reads a pulse.

Here is a $70 battery powered tach display that can take a voltage or ground signal. It doesn't really do any math, so the rpm sensor would need to read 1 pulse per rev.
