Very few people are familiar with what a farm actually is. I would read that his FARMSTEAD is his home and to be quarantined to that. Physically inside 4 walls of his house doesn't make sense.
No reason he shouldn't work in his shop or on fence, just no contact with outside people. Parts/supplies are left at end of driveway.
Shelter in place question.
