Not everyone has everything on hand in their well stocked shop with kitchen and fuel barrel... I can see why he would think it’s futile to go work on his equipment and expect to not be able to go out

Edit: I guess you could pay someone to deliver the parts to your farm but you know the chances of the parts guy and the delivery guy getting the correct parts are less than 50%

Local Napa is doing free delivery through this ordeal. He should still have oil and filters on hand.
