How high over your land do you own? Do airplanes need to divert around your farm?
I've considered buying a water cannon that claims to be able to send a jet 75' straight up. I figure that would mean I'd control about that high, and that's high enough for me. It might be useful for unwanted salesmen as well. :)
I don't think they can come after you for watering someone.
